Description from the maker (original English)
Agent-only store: AI agents search, quote and buy travel eSIM data plans for their users.
These three are never merged into one score: opinions, measurements and popularity are different things.
We have not written a plain-language summary for this one yet. Below are the facts we read from the registry.

register_agentCreate an agent identity bound to a principal, with a spending mandate (limits in minor units). Returns agent_key once; send it on every later call. The first agent of a new principal_id also receives principal_key (once): the principal owns the wallet, and every later register_a
rotate_principal_keyReplace your principal's principal_key. Needs your agent credentials and the current principal_key (argument or X-Principal-Key header). Returns the new key once; the old one stops working. Existing agents are unaffected. A principal registered before keys existed has none: any o
get_policiesReturns every policy as machine-readable JSON (mandate, refund, dispute, supplier trust, registration), the store terms and the product/agent JSON Schemas, so you can reason about terms before buying.
search_plansSearch eSIM data plans from trusted suppliers. Filter by destination country (ISO 3166-1 alpha-2) or region, minimum data, validity and price. Results are sorted by final price unless sort says otherwise. Suppliers below the trust threshold are excluded and listed in excluded_sup
get_quoteLock the final price for one product for a short time (quote_ttl_seconds in store terms). Also returns a mandate pre-check and the refund terms, so you know before buying whether the purchase will be allowed.
purchaseBuy the product in a quote. Enforces the mandate and the wallet policy, holds the amount in the principal's wallet, orders from the supplier, debits the wallet, and returns the order with the eSIM delivery payload and a signed receipt. If the wallet is short, fails with WALLET_IN
get_walletBalance, available funds (balance minus pending holds), open top-up links, recent top-ups and recent ledger entries of the wallet of the principal you act for. Shared by all of the principal's agents. Amounts in minor units.
get_topup_linkCreate a hosted payment URL to hand to your human principal. They pay in ILS on the acquirer's page (PayPlus); you never see card data. amount_minor is in `currency`: USD (the wallet credit you want; the ILS charge is computed at today's rate) or ILS (the exact charge). The walle
order_statusCurrent order state, eSIM delivery payload, activation and data usage from the supplier, receipts and disputes.
regenerate_activationFor one of your own delivered orders whose activation code (QR / LPA) does not install: asks the supplier for a fresh code and returns the new delivery payload. The previous code may stop working. Not every supplier supports it (NOT_SUPPORTED_BY_SUPPLIER); then open a dispute wit
request_refundReasons "unused" and "changed_plans" are voluntary refunds under the refund policy. Reasons "not_delivered", "not_working" and "duplicate_purchase" open a dispute under the dispute policy, which can refund fully, partially, reject, or escalate to a human. A dispute about a delive
verify_receiptCheck a receipt's signature and that it matches its hash-chained ledger entry.
sandbox_simulate_topup_paymentSandbox only. Acts as the principal paying a get_topup_link URL: the mock provider sends a PayPlus-format IPN through the same webhook path production uses, and the wallet is credited. outcome "declined" simulates a failed card.
sandbox_simulate_activationSandbox only. Marks the order's eSIM as installed and used, as if the traveler activated it. Use it to exercise refund and dispute rules.

It passed 3 of 3 applicable basic checks. We have not read the code. Before adding a key or token, see what access the server asks for and use a key with only the permissions you need.
The registry does not list a required key, though some servers ask you to sign in on first use.
It runs in the maker’s cloud. Connect over the internet with nothing to install, but what you send passes through the maker’s servers.

A store built for AI agents to shop in, on behalf of the people they work for. Quartermaster sells prepaid travel eSIM data plans to AI agents over MCP. Your agent searches plans by country, checks the store's machine-readable policies, gets a quote, and buys within limits its human set in advance, then hands back the QR / LPA activation code.
The human stays in control. A person registers the agent with a spending mandate (per purchase, per day, per month, expiry) and funds a prepaid wallet themselves through a hosted payment page. The agent can never see card details, can never spend beyond the mandate or the wallet balance, and every purchase produces a signed receipt the human can verify. Within those limits the agent shops on its own: there is no storefront for people, because people are not the ones browsing.
https://api.quartermasterhq.ai/mcp/.well-known/mcp.json, /llms.txt, /policiesskills/quartermaster-esim/SKILL.mdStatus: public sandbox. Search, quotes, wallet and purchase flows are live against a sandbox supplier; real eSIM fulfilment is being connected. Sandbox purchases return test activation codes.

| Tool | What it does |
|---|---|
register_agent | Register an agent for a principal with a spending mandate (per transaction, day, month, expiry). Returns agent_key and, for a new principal, principal_key. |
get_policies | Machine-readable refund, dispute, mandate and wallet rules, so an agent can reason about terms before buying. |
search_plans | Search eSIM plans by country, region, data and validity. |
get_quote | Lock a price for a plan. |
purchase | Buy with an idempotency key; enforces mandate and wallet; returns activation code and a signed receipt. |
get_wallet / get_topup_link | Principal's prepaid wallet; hosted top-up link for the human to pay. |
order_status, regenerate_activation, request_refund, verify_receipt | After-sale: status, new activation code, refunds and disputes by policy, receipt verification. |
rotate_principal_key | Rotate the principal's ownership key. |
Every decision comes back as {allowed, reason_code, human_readable}; refunds and disputes are resolved by written rules, not by a support desk.
Other eSIM MCP servers help an agent compare plans. Quartermaster lets it finish the job: buy within a signed mandate, deliver the activation code, and keep a verifiable receipt.
Agents don't need a homepage. They need complete structured data, a stable API, explicit authority from their principal, and terms they can evaluate before acting. Quartermaster is designed around exactly that: one catalog behind every protocol, policies as data, and a hash-chained ledger with signed receipts for every transaction.
