  WRITE: create a quote (a proposal) for an existing customer. Nothing is billed and no email is sent: the quote stays open until someone sends or accepts it in ChargeOver. Each line refers to an existing item (chargeover_list_items). paycycle: one = one-time invoice, mon = monthly
